The Rolling Hills Citizens Association was founded on June 24, 1981.

RHCA was originally created as an unincorporated association, but in January 2017 the membership voted to become an Incorporated Non-Profit. RHCA’s purpose is to foster cooperation within Rolling Hills and to represent our neighborhood to government officials within the County of Madera.
